The white and blue coat color is extremely rare in Papillons. The Papillon below is the only documented white and blue Papillon in history.

White and blue Papillons have gray coats. They have no black or red hairs. Their leather (nose, lips, eye rims, and pads) are also gray. Their eyes are usually a green or yellow shade.

There are two shades the blue coat color. The first is a dark, steel blue. The second is a lighter, brownish shade.

Above is Zammy as an older puppy. The picture on the right shows a w/black Papillon behind Zammy. When you compare Zammy's coat color to the Papillon behind him, you can clearly see that his coat is not black. Also, his leather is gray and his eyes are a dark blue/gray color and not brown.
